The ease of doing business is an index created by World Bank. The index ranks countries of the world on the conduciveness of regulatory environment, and protection of property rights.
The lower the rank of a country, the better. A high rank is a bad indicator. The lowest rank is number one, which effectively means any country with that ranking is considered the best.
